I would like to know if the same applies to bows. Once a ranger has met the req skill level will his bow do any more damage for more skill levels?

I think you're misunderstanding the effects of skill versus requirement. The higher your skill is in a weapon, the more damage you will do. I don't have the exact numbers, but the effect is significant. I seem to recall you do 100% of the listed damage at skill level 12, and about 115% at 16.
The requirement on a weapon only serves to determine if you can actually use it. It has no effect on the damage. So a req 7 15-22 damage sword will do the same damage as a req 12 one
if both players have the same number of points in sword (which is >=12 in this case). If you have 7 sword skill and I have 12, with identical damage weapons, I will do significantly more damage than you against a target of the same armor and level.
[edit] Sorry, for your original question, yes, this applies to all weapons, and pet damage through beastmastery as well I believe.
