Ok, I know this may sound really dumb, but I'm on my 3rd character and I can't figure out what I have to do to get Tydus to offer me this quest.
Both my E/Me and my Me/E had no problems, but now that I'm bringing up a Mo/R it doesn't seem to want to give it to me. Any ideas?
Can't get Recruits for Hollis

It seems like a quest you should do before heading to Piken, but the story postsearing throws you everywhere without much thought.
I missed it on my monk, somehow, after beating the game, and don't ever recall doing it on my warrior. Maybe you need to finish the eldrich sextant quest first, though by that point you are probably at Piken.

I'm not saying it's necessarily necro only, but it seems that quest is triggered by some action or event that remains rather unclear or is possibly bugged. When I was playing my E/Me, I kept a huge list of every quest in the game. I had completed every single one of the non-class specific quests, plus all ele and mes specific ones, except for Hollis. I had initially been run through the game so I hadn't completed the first 4 missions. I went and did those, hoping it would trigger the Hollis quest but with no luck. It occured to me that the only thing I had done with my first char that I hadn't done with the second were the necro quests. I switched and did those and Hollis' quest popped up. I probably should have done the other class quests first to see if one of those would trigger it... maybe there is a bug that it only works sometimes if you switch secondary professions, but I don't know. My third and fourth characters that I'm working on right now (a Mo/W and W/Mo respectively) seem to be faced with the same problem; my Monk at least has done all Ascalon region quests but no Hollis. Once I've gotten them both through the game, I'll experiment a bit and see if the same thing happens, although that will take a long time because I'm playing less and less with each passing day. If anyone is willing to test my theory out on their own and post the results, it would be much appreciated.

Bane of Mortality's post is a good indication that the quest probably is bugged since it doesn't affect everyone in the same way. It also seems this has been around a long time, since a search will turn up posts dating back several months. It's kind of odd that no one's figured out exactly what makes this quest work yet.
