I think you just answered your own question.. it's percentage wise, proportionate to your regular attack speed. A hammer warrior with frenzy isn't as fast as an axe warrior with frenzy.
As for boosting the attack speed, I'd say no. Not needed, really. Now making final thrust an elite,
as I've already stated, and hundred blades a regular skill, that seems like a smart move to me. As for moving ripostes to swordsmanship.. seems kinda retarded. It's a defensive, strategic move. It's fine where it is.
