Where are the attribute points points?

First off, I have searched the forums. I have found several points RELATED to my question, but no actual LOCATION / NPC. Thusly, could someone please tell me where to find these two quests for the additional attribute points?

I found one - The Forgotten One's quest, and I started it in one of the Crystal Desert Areas, but forget which one: /
