Chest beyond the north wall PRE searing

Ther eis a chset under the water in pre-searing beyond the north wall (where the tree men are, and lvl 8 charr)

I openbed the chest but nothing came out.

Anyone found a quest tied to this chest?

It was also empty when I sneaked around to it.
