Double Upgrades on a Single Item

I have seen Gold and Green items that have double upgrades. Take for instance Gorrel's Staff. It has:

+10 Energy
11-22 Damager
Quick Recovery
+30 Health
+30 Health

I'm curious if a player can create a weapon with double upgrades using upgrades items? Can you apply 2 staff wrappings of fortitude to an item that you possess? If so, how is it done?

Yes and no. Those are the Fortitude wrapping and Hale staff head mods, applied to the staff You cannot apply 2 of the same at once.

I'll also add that the staff is the only weapon with dual mods like that: the Hale Staff Head and the Staff Wrapping of Fortitude for +health, and the Defensive Staff Head and Staff Wrapping of Defense for +armor. No other weapon has dual mods like those.
