I am assuming he will arrive at noon on Halloween in the Americas [and Europe] as well. Gaile Grey has been quoted saying "We would not ask folks to stay up through a work night!" and "All, we would not expect you to go sleepless or miss work or school."
From what I have gathered, the Mad King is coming at Noon [1200] PST and every three hours after.
Noon PST = 1.00p MST = 2.00p CST = 3.00 EST = 8.00p GMT
Just add three hours for the other times.
Many people are saying that you don't have to participate in his games to receieve a pumpkin helm. However, you might want to stand in the green circle, just in case...

You play games for about 30 minutes. When he makes a joke, you laugh (or you die). When he asks for music you play an instrument (or you die). He calls on specific players to play Rock, Paper, Scissors. If he beats you ...yep you guessed it...YOU DIE!. If you beat him you get a prize. When you are slain from not doing something correctly you are instantly brought back up with everyone once that single "event" is over and he moves to the next one. Each time you get one right..you get one (or more) of the 4 Halloween items that the collectors have (horsemen) from the Mad King Thorn. At the end he plays "Mad King Says". Same rules as "Simon Says". Once this is done...he gives everyone that PARTICIPATED in the games a Pumpkin Helmet. This helmet is customised..so you CAN NOT equip it on any other character except the one that was there and it has no trade value since it is useless to anyone but you. But it sure looks cool!
