I was just thinking, why not have some more powerful yet more conditional item modifiers.
for example theres a mod that adds 15% dmg while health is above 50%, how about something like +25% dmg while health is above 50% AND while hexed, or suffering from a condition, or some other effect, so you would have to meet 2 conditions in order to gain the damage, but the damage gained would be greater.
This could also work for + life on shields, or + energy on foci or just anything with mods.
