I also don't like the idea of incendiary arrows/choking gas. Those skills are just too random, not aimable, you won't get the "critical" interrupts you need with them. Same idea as blackout really, except less reliable but you do damage, since you don't have Tiger's Fury either, theres a good chance the enemy can just cast in between shots.
I would rather take active interrupts, which means: punishing, savage, distracting...concussion for arenas. If you need a prep then use read the winds, if you need a stance then use serpent's quickness for more interrupts...damage output and thus speed of firing isn't your goal here. If you want that, make a Quickshot ranger. If you want more security in your distracts...especially if you're nervous about using a hefty cost distract like Concussion for the first time, take arcane conundrum. Oh btw, use Tiger's Fury if you're planning to take advantage of dazed.
