Judge's Insight castable on self?

Judge's Insight (Smiting Prayers)

For 8-18 seconds, target ally's attacks deal Holy damage and have +20% armor penetration.

Anything you can cast on "target ally" you can cast on yourself.

Anything that says "target other ally" you cannot cast on yourself.
