when something is marked "highly salvageable" what does this mean exactly?

do i bring it to a special merchant or do I create things from it? If so, where?

Buy a Salvage Kit, for 100 gold. Then double click the Salvage Kit and Click on the highly salvageable item.

From my experience you get around 5 of the resource salvaged instead of 1.
