12 is not an interesting point for skill scaling. Sure, it's as high as you can go without boosts to your attribute levels, but as far as game mechanics are concerned it's just another level, rounded and extrapolated.
The important values for figuring out how a skill scales are its value at level 0, and its value at level 15. Those are the fixed points that the game uses.
If you look at the change to Protective Bond, you'll see that it has a fixed value of 6 energy per hit at level 0 and 3 energy per hit at level 15. This gives you a series of break points - it's reduced to 5 energy at level 3, 4 energy at level 8, 3 energy at level 13, and 2 energy at level 18.
So your post is truly pathetic. You're accusing arena.net of implementing a solution that's inconsistent with other game mechanics, when you yourself don't have any idea whatsoever how said game mechanics work. Protective Bond is now using *exactly* the same scaling as Blood is Power, as well as a few other skills. If you have a problem with the skill nerf, go ahead and say so, but at least get your facts straight first.
