yes, Scourge Healing causes damage on any heal. Whether that's Orison or Healsig or Ether Feast or whatever, when you use a spell that causes a target's heath points to go up and they have Scourge Healing on, you get slammed by it. What doesn't trigger it, though, are HOT/regeneration heals like Healing Breeze or Troll Unguent - not even when they're first cast - and enchantments that have a trigger that causes healing like Healing Hands or Aura of Restoration.
It's not a bad skill although it's linked to Smiting, which is a pretty weak line for most characters, and is probably a bit overrated. It's just not going to work well against an organized team or in the face of competant hex removal. It depends on where you're planning on using it, though, if this is Arena then it's probably going to earn you a few notches on your belt. Elsewhere it's less important. However...

You sound like a primary Warrior. And running just Judge's Insight and Frenzy is going to sap your energy so much it's not even funny. Even with a zealous weapon you'll barely be breaking even. Throwing in Strength of Honor makes it even worse as that costs you a pip plus casting costs. Scourge Healing is 10 energy, you're just not going to be able to afford it enough to be replacing it as it gets taken down and that's where Scourge Healing really earns its spot on your bar.
Also, where's your elite? You get one, make the most of it. I'd go with Battle Rage over Berserker Stance. You can drop Sprint and pick something else up then, too. And you'd be better off dropping Galrath for Final Thrust. Sever+Gash+Final. It's cliche for a reason.
