I was reading the Fianna BWE Report on www.guild-hall.net and it seems they couldn't beat KOR when they used Ward Against Melee. Now what builds can this skill be added to?
And could it work with a Mesmer?

and the topic creator's question are a bit too generalize for me to answer...
yes, you can use it for mesem.. and you can also use it with any other class as long as you have the skill in your bar.
If you are thinking to use illisionary weaponry with this as a mesemer... well, all the opponent had to do is move out of the area.
