lol... in dist 142... theres 2 emperors apparently that sever is glitched or something... so i made them face each other like they are making out... XD *pats their heads*

Obviously one Kisu can't be at every district at the same time, so I guess he hires people to be Kisus. Apparently they sometimes get confused at what district they are supposed to be in.

hmmm... guessing really high district numbers have this problem... dist 1 - 3 is alright.... emperors arent cloning each other... *pokes at them*

anyways... one of them was left out of the group... poor guy...
