Weapon requirements - confused

Well I ran some searches on this, but couldn't find much conclusive information. So here's my questions:

Scenario 1: Player has 2 max-damage short bows. One bow has a requirement of 8, and the other a requirement of 12. Player has 12 points in Marksmanship. Will player do 15-28 points of damage with both bows?

Scenario 2: Player has 2 max-damage short bows. Bow A has a requirement of 8, and Bow B a requirement of 12. Player has 8 points in Marksmanship.
-Question 1: Will player do 15-28 points of damage with Bow A, or will player do 10.61-19.8 with Bow A as indicated by the calculator?
-Question 2: How much damage will player do with Bow B, since he doesn't meet the requirement?

hmm i read about low requirements causing more dmg but i dont remember where

You will only achieve max damage if you have enough points to meet requirements.

Well, yeah, I know that. But I want to know if you will achieve max damage if you have ONLY enough points to meet requirements (ex: req. 8, total points 8), and if you will do more than the max damage by having more points than the requirements. (ex: req. 8, total points 12)
