do controlled cities' areas count to revealed map?

well..im at 99.9% and desperate..as i cannot repeat tutorial or start a lvl 10 arena battle I'm having really hard times finding that last 0.1%

so my question is:

there are few outposts like Saint Anjeka Shrine or Bai Paasu Reach..when u control the outpost can u enter those locked areas? where does it actually lead you?..can u run around that small area that u can see on ur map but not access if u don't have control? (cause sentries or gatekeepers won't let u in)

in breaker hollow it looks like the area where it extends to the south-- only accessible by holders, would reveal ~.1%
