This mission is bugged beyond playability, how I passed it with my first character must have been pure luck. I have been trying to do this for the past hour on my second character and either Togo doesn't move, or he dies. Those are the only two options taking place. I heard there have been several build updates, apparently none of them have fixed this bug and some one or other has probably served to make it worse.
This is not a trivial bug, this is the first point in the entire short storyline.
Not only that, but even if you don't hit the bug, you are relying on a team you can't communicate with and can't effectually aid, with less experience, skills, and levels, to keep Togo alive. Poor show.

The mission has two teams.
If you are losing it is because the other team doesn't realize they are causing you to fail.
Most people tend to fail because some people decide to go in solo with 7 henchies and the other team is stuck with a really bad team.
Native Canthan characters go with Togo.
Tyria characters go with Mehnlo.

the 2 sides of 8 is a great idea but... so many times we went in with 1-3 players and hench so when those n00b's figured out they couldn't win or tried to just screw up on purpose or generally be crapola players we lost, over and over.
Also, there are tons of folks trying to time it right to match up the 2 quarters so when they dont end up with thier buddies, they leave, leaving togu or mhenlo to die. Not to mention if you do happen to get through the first fight, the 2 of them or one is stuck and wont move. Which is totally annoying.

for those of you living under a rock there is a bug where the NPC gets stuck and wont open the gate for you to go on with the mission (sometimes), plus its good odds you will be attacked during the cinimatic(will they ever learn). Bear in mind this is the first "mission" not quest that you will do if you take over an old toon, thats not going to leave you with a good impression.
If Anet need a petition to fix this, they can cram GW3 up there shed.
As to the other team failing also failing you, its crap imo, but its not a bug it seems, personally i think its dumb as you cant control the other team in anyway, but hey if thats how anet want to do it fine.
you can talk to the other team, but you have no control over them, You cant choose them, you cant stop quitters (see gabrial hearts post), you may be the best in the world and fail because of some other team. I was lucky and did it first time, alot of people are failing it through no fault of there own.

There are two more cooperative missions in the game. Enjoy. At least in those you won'tget paired with a team full of L14 assassins who haven't bought armor.
Oh, and the bug is indeed due to skipping the assassins. There's a similar bug in the primary quest that takes you to the Temple, run ahead of Mhenlo to talk to Nika and the quest bugs out and can't be completed. Apparently the QA department never considered that the players might deviate from their carefully considered script.
