I don't think pre-order disc should have been included in the box for Factions anyway, seeing as how it's a PRE-order disc and all.

But yeah...that sucks. Failed deliveries - bleh.

This is an issue you need to bring up with your retailer - contact them and ask them why they didn't provide a pre-order package. If you were promised a pre-order kit, or told you'd get one, you need to bring it up with them as it's their responsibility to ensure they meet their promises.
