Id say its a dinosaur mixed with a turtle and a ghoul.

At Hause Zu Heltzer, there were two of these available as henchmen. Sheena (Vile Henchmen) and Brutus (Blood Henchmen).

Let's call him Billy

They are called "Rot Wallows" or "Fungal Wallows". They were Fungal on the Kurzick side, and Rot on the Luxon side.
