You need NO mastery in an attribute to use a skill from that attribute.
Running a pet with a zero for Beast Mastery is perfectly acceptable; especially if it is only an ancilliary part of your build to allow you to level through PvE to get the actual skills you want.
You have Powershot listed twice (can only use it once). Could replace the second powershot with fire attunement to help you alleviate your fire spell costs. (for the two spells you have listed,.it would give you 3-5 energy back each time you used them)
Fire Attunement - for 36-55 seconds, you are attuned to fire. You gain 30% of the energy cost of each spell each time you use a fire spell.
Though powershot is a great skill on its own; as you progress later, similar options will appear that will outweigh it simply by added benefits they give you. (Hunter's Shot is one such benefactor skill.(listed in Shalafifred's post above with full description entailed)
If you come upon components while playing at a later point ( that when salvaged yield you a firey string) you may also want to consider using conjure flame as a DPS booster if stacking damage is one of your goals.
Conjure Flame - lose all enchantments. For 60 seconds, your attacks strike for an additional 1-13 fire damage ( at attribute 10 you should hit for 10-11 fire damage)
You still have some options open to you to explore here.
The only thing you need to do right away is consider the replacement skill for the 2x powershot, ok? It isn't legal (one must change)
