You can get it in Grendich. Its energy cost make it slightly prohibitive to use, but I had it on my ElMo until after ascension. It works great on those damn jade scarabs. Six of them swarm your tanks, wait a second until they have aggro, then run up next to a few of them and cast. Typically I'd do around 150-200 damage to most scarabs, that's a LOT of damage for 15 energy.
It's also good for when you're getting aggro'd, or when you're trying to smack down that Healing Signet spamming boss.
But, if you just cast it long distance, it does suck kinda badly.
I liked it for quite awhile though.

Phoenix was great until they nerfed its damage.
Back in the first weekend I was 1shotting monks with it in Yak's Arena.
As far as large scale PvP goes, Phoenix really kind of sucks because of its long casting time. Being a PBAOE spell, you have to get right up next to someone to reap its full benefit, but most people have the presence of mind to...y'know...move.
As far as its energy cost being prohibitive to use, I totally disagree because of its energy/damage ratio, and the fact that it has a long recast. The long recast, though annoying in pvp, is really of little consequence PvE, and really just keeps you from bouncing off of 0 energy too early in a fight.
