Lightning surge and bosses

I have noticed that recently the Elite spell Lightning Surge has no effect on a named boss.
1. Can anyone else confirm this?
2. Is the lack of effect on a boss an intentional act by the devs, or a bug?

If it is intentional, I have to wonder why. In essence, the devs would have removed my Elite skill for bosses. What would the rationale be?

Thanks for the info!

Yeah, i noticed it too, at first i thought that they were blocking it or evading it, but you can't block or evade a hex right?

You can remove it, which they may be doing, but it's unlikely.

Mesmers can block a hex with the skill Hex Breaker (for x seconds the next time you are the target of a hex, it fails, the caster takes y damage and hex breaker ends). Although it doesn't sound like that is what's happening, so just fyi .

Bosses seem to get a free hex removal when they use a (specific?) skill. For me a grawl boss lost 2(!) necro hexes while doing a warrior hammer attack skill.(Cant remmember name, knockdown was effect but so are most hammer skills, the 2 necro hexes had 10 & 20 seconds left on duration).

I have not tried again but could test later today since a little DP never hurt anyone.
[Edit:nvm edit, me read bad].

Surge knocks down, If you notice you can not knock down over sized enemys.

I have noticed that my necros curses last incredibly short time on some high lvl monsters. Especially mursaats seem to have some kind of hidden curse buster For example my enfeeble should last 17 secs but it seems more like 7 secs. Faintheartedness should last about 30 secs but lasts more like 10 secs.

I have apply poison which is supposed to poison enemy for 3 seconds but with my bow I can keep poison on the enemy BUT for some reason the poison only lasts about 1 second...? yes I counted okay I used m'watch
