This may be tremendously stupid.
Could, say, every skill be given a value. With a PVP character, you start out with a certian number of credits that can be used to purchase skills(Skills bought with these credits arent unlocked for all characters.). This is enough to give you a mid level character. Then, as you play PvP, you earn more credits. These credits are used similarly to the first credits you get when you first create your character, except they unlock skills for all characters.
I figure, this saves PvP from having to do PvE, and it keeps PvE from being cheapened by skills being handed over.
As far as runes go, there could be random rewards for winning so many matches in a row in diffrent PvP style matches... Sometimes runes, sometimes wepons...
Guild Wars is one of the best games Ive ever played, and while I am more of a PvEer, I can see the PvPers point to some extent. I don't think it is right that you should be able to create uber characters from the start, but I think that a game that is so PVP based, should have a system where PvPers don't have to invest several hundered hours PvEing for a good character.
