It's an elite, you can cap it from Markis at the Iron Mines of Molandune Mission. I don't think it's possible to get it though, with the new SoC change in the latest patch. Scince Markis' death brings on the end of the mission cutscene.

Edit: You can also cap it from Snyk The Hundred Tongue in Abaddon's Mouth. But this is one of the few last missions in the game.

Amnisac is correct, you can no longer capture this skill from Markis due to the new SoC. I have already reported this to Guild Wars support and am currently waiting for a response. However, I am currently tracking down Snyk The Hundred Tongue.

Snyk sucks to get to. Be careful once you cross the bridge to the island. There's a sand wurm that pops up and harasses you. Took me an hour to move it far enough away that I could rez my henchies and continue.

The next place is from a burrower ranger boss burrower in Abaddon, though I could tell you that the problem with Markis and any other end mission bosses will most likely be fixed in the next patch, but I'm just speculating on that.

Very nice skill, very effective in PvE, not that effective in PvP, reasonable damage, but lossing preps in PvP makes its usefulness limited. In PvP unlike PvE grouping is not as common making the skill less effective.

You can also get it from Vatlaaw Doomtooth (Charr Boss)

That's incorrect, Vatlaaw is in Ascalon. The first few Elites can be obtained in the desert, there are a few in the S. Shiverpeaks and the most are in the Fire Islands.

I believe ArenaNet has adressed the issue with Markis and a few other bosses in the latest update.

how is it incorrect how you can get it from vatlaaw?

What if you obtain a signet of capture then go back and capture it from vatlaaw. I want this skill extremely badly, but-as of yet-I cannot get it

Yep, the mission doesn't end until you've killed all the jade armors as well.

When I finished the mission today, two of the jades "transformed" when we attacked Markis, the other two come alive only after he's dead, so there should be enough time to capture it.

I did Iron Mines about a week ago. I'd been chasing Barrage since i started playing. We killed Markis, i capped the skill, then we spent about an hour tracking down the last Jades through areas we thought we'd already cleared! So yeah, more than enough time to cap it. i really like it, Favourable Winds - Glyph of Elemental Power - Conjure - Barrage - Barrage - Barrage etc. Great stuff
