The hammer isn't max damage (15-35) and Dwarfslaying is one of the weaker mods. Some of the better initial mods are :
Damage when health above 50% and While in a Stance
The hammer is also missing a haft and grip, those are things that can fetch you more money.
The staff is ok, it has some decent mods (Armor +5 is nice, as is the 15% longer enchants) but the fact that it requires Air Magic and only boosts Death Magic skills really hurts the number of people that would buy it. (How many E/N do you know that use this combo)
Those are a few reasons why you wouldn't quite get a lot of money for these items. I'm not at all trying to flame you like some of the others here, just a heads up for next time.

the fact that it has a 17% chance to improve casting speed makes the staff godly, one can gmeet the requirements at level 7 wwith a rune and a armor upgrade that gives plusses.
Mind yo that Lighnig damage every hit. so you get armor penetration too everyhit + anyarmor penetration skills you may have.
the dwarfslaying maked the hammer a specialist weapon (farming in yaks bend)AND that mod can be changed. this is decent stuff. every weapon he posted is worth over 1.5 k

One more time - lightning damage from an attack does not have inherit armor penetration. There are some lightning spells that do, but not attacks from any weapon unless otherwise stated (like armor penetration %whatever %chance)
