weapon without requirement ?!

nope, raven staffs have zero requirements afaik.

I believe staves with + energy do not require you to fulfill their attribute requirement to receive the full energy bonus. However, you need to meet the req to do full damage.

With focii (focuses/off-hand items, whatever) it seems like you need to fulfill the requirements.

I've heard the penalty for not meeting the requirements is random, so perhaps I got lucky as my monk/warrior got +10 energy from a +10 energy bone staff with req. ~8 death magic.
