The guy your supposed to steal this from doesnt ever cast it.

Which guy are you supposed to steal if from? Maybe a mesmer could force him to cast it by rapidly depleting his mana...

WHAt bosses can you get this skill from????

I got it from Riine Windrot with a henchie group since my luck with real people has been so poor in the midgame missions. A lot of the less mature players like to kill these bosses if you ask them not to in my experience.

It's easy to get with Henchies though.

the guid list's riin windrott or whatever as in snake dance he is also north of rancor at a lower levell i have ner seen him in snake dance i think they deleted him and this elete skill in rebuild by accident . Hope thery will correct this.

I got it from the frozen forest. Jollen SteelBlight. It is also available in Thunderhead keep from Riin Windrot. I do not think you can get this skill from Snake Dance.

Those of you heading to snake dance are probably looking for Blood is Power. You have the wrong thread. (BiP is there; I have gotten both of these skills in the last three days.) Xennon's web site has been right on with all of the elites I have captured.

I got this skill off of a Flesh Golem boss in the outskirts of the town right after you complete the Thunderhead mission

I just got this skill and all I can say is "wow." My mana pool is virtually unlimited in groups... I can chain-nuke almost non-stop, cast Offering to refill, then start chain-nuking again.

Clearly this is going to be the key skill in the N/Mo UW and FoW solo build.

Does anyone know how much power this gives at blood 18?

23 energy at blood 18, equating to about the same as 3.6 additional pips of energy regeneration.
