if u have "improve recharge using X skill 20%" on wand AND foci... does it stack?

i dont think its a simple addition of the percentages, but a percentage of the result of the first percentage.

so do u get 40% recharge if both the wand and focus has 20% skill recharge on it?
or do they cancel each other out, like runes?

one item has 20% recharge, so now recharge time is at 80%, then with the other item it would be 20% of 80%, which is different than 40% from 100%.

no it's not "20% more fast to recharge" it's " fast recharge, CHANCE TO HAPPEN = 20%"

I thinks this bonuses stacks, at least from my test , recharge happen much frequent , but I could be wrong

They very likely stack. There's improved recharge, and then there's IMPROVED recharge.

You'd have a 40% chance of improved recharge, and a 4% chance of greatly improved recharge.

I've seen skills recharge almost instantly, but even when meteor shower gets the bonus to trigger, it goes pretty slowly in comparison to other skills, because it takes 90 seconds to recharge without the bonus. But when they both trigger, it's so very fast.

Same goes with casting times.

I've done Restore Life and seen it go pretty fast, and then seen it go in ~2 seconds.

Of course, that could just be the way the 'improved' rate works, a random chance of happening, and a random amount of improvement, so I don't really know. Just speculation.
