to answer the rest of your question yes you can get a max 15%>50% version of the skin but it is called a long sword.you can get it from the collector outside dunes of despair.its also the only weapon skin i know of that doesn't drop from monsters.

They're not 15>50, they're either 15 enchanted, outside of Dunes of Despair, or 15 stance, outside of Elona Reach.

doh my bad must have mixed it up with 1 of my other swords its hard to remember all there stats.
