The skill itself is pretty nice for early to mid-game quests and missions. The downside is that you have to be attacking for it to work.
Is it possible to get 100% chance to block by using Flashing Blades and shroud of distress? or is there a cap, thanks.

During the Assist the Guards quest, the person you have to kill has this.. although it is a pain to reach him. If you have no luck there you can search Shenzun Tunnels near Tahhnakai Temple. 50% miss and 50% miss dont mean 100% protection, merely because of the way they are calculated.
When you are talking percentages to miss 50+50 =/= 100. Cause the percentages are worked out independently.
Meaning they still have a small chance of hitting you. Same with Blind+def stances.
