PVE unlock PVP skills

Ok, I know you unlock the skills in PVP by obtianing them through playing in PVE. The question is though. If I delete my PVE char, will I loose my unlocked skills in PVP?

anything unlocked stays with the account not a character which can be deleted and everything unlocked stays unlocked

Do you have first hand experience of this?

only the developers and customer relations people stating that anything and everything stays unlocked

other people have deleted characters without losing anything as well

so not personally but people who have done it are not screamong so.............
