Is it able to be traded?

I've never seen an item like that; from what it seems that's a totally unique item. Easily worth a lot imo.

EDIT: did some research; it's a quest reward. Doesn't look like it's been nerfed. Still unsure about value.

hornbow isn't pre-nerf it's a quest reward.

-50hp cesta 2-5e imo

HoD sword 1-2 stacks ecto, maybe more
