Botters could be a problem sure, but I'm sure arena net could handle it, provided they had incentive to do so, aka, making gw1 a decent cash source once again.

That's just not true - I know of three new accounts bought in the last month. And I don't know loads of people on GW...
I just recently added Factions and Nightfall to an alt account. Also added a couple more character slots. Been at this game for over 8 years and still throwing money at it here and there.
tried to trade with a person earlier this morning, couldn't, his account was less than 24 hours old. People are still buying in.

The GW game/business model is in not designed for free 2 play, it uses more of a game+dlc model rather than a f2p+game store model. Other games that are f2p are supported by a game store that is designed to convince you to spend $15-$20 a month (including GW2). They include upgrades that expire after a month, are character based and/or can't be used more than once. The GW game store is very limited, most purchases are permanent and unlimited use.
If you stick with a budget of $15-$20 a month you can purchase everything in 18 months (not counting the name and appearance change kits).
On the new player note: another good thing about GW is that new players aren't locked or miss out of anything. All content, no matter how old, is available to even the newest of players (yes I am talking about GW2's living world).

GW doesn't need a large player base, population or "revival".It's pretty obvious the implementation of solo based play via allowing all hero parties was a direct result of this foresight.It's now become either a solo game or one to play with friends.
At least that's the way I see it.
Most other devs would have switched off the servers a few years back.I'd be grateful it's still online rather than looking to change the format, end result being the death of the game anyway.
In a way it's a form of quality control and as others have said it would be a bot fest if they did.

Free to play sucks. Bots and the necessity to run a large shop which contains a good chunk of grey area items in terms of pay to win/pay to play convenient. If anything then GW2 is going free to play, but not GW1.
Also: New boxes are still purchased. Of course I only have a small overview but according to my alliance chat there are several new players every week.

PvE should not be free to play.
The game was introduced as a competitive PvP game. The game should be free to play for PvP. Yes there may be people using bots on PvP accounts, but chances are there would be a higher amount of newcomers rather than just bots alone.
To unlock skins and the PvE section - people would be required to pay for that portion.

What if they made it so any account with Gw2 on it that has never been associated with GW1 gets it for free. That way people who never played the first game, and gw2 is their first time in the series, can go play the old game for free. Maybe that'll solve your botting worries. I think it would be a good idea. I look back thinking how insanely amazing that old game is. Can't believe it's been 9 years.
Why don't they make the game f2p? Well probably for the same reason that they don't even touch it: They don't want people to play or continue to play it in the long run. What money does it make them? A fraction of what the gemstore does in GW2... This is the thing with companies, they aren't there because they care about their consumer, they are there because you pay them, and currently it's all the GW2 players that pay them.
again: they still get money from GW, so why f2p?
if they make GW f2p, then they lose that bit of money which is more than just a bit in total
and GW is 1. far from dead, and 2. still fun
GW already is cheap, as you pay once (way less than what i paid for it) and then dont ever need to buy anything if you dont want to
if altoholic (meaning you like to have lots of chars) you can buy char slots, if not, you dont buy em, saves you money, yet can play the game
then i see people returning from any other game, saying GW still is their best (its my only MMO i really like), and some only want GW2 rewards, yet prefer GW after playing it, so some dont even return to GW2 (hint anet, hint).... yea, maybe to try more and then quit
and many keep playing GW and other games they like (plz anet, hurry up with waking up)
my question is: why make it f2p if its already cheap enough, AND no fees, AND alot of people still playing, or playing again?
i bought alot of char slots to keep myself busy..... and it works, believe me
i can quit for as long as i want, without worrying about fees, and also can play everyday without even looking at money (not counting electric bills and internet.... but wouldve paid as much without GW anyway)
lil offtopic here but: i think anet doesnt touch many skills anymore cuz everytime they did (for those who wanted a challenge after everytime they did GW with their builds) nerf skills for everyone, while i think (maybe new topic) they should add optional HM stuff, like titan quests on HM, just changing the enemies builds from normal to strong
and maybe few new monster skills which can do more, like removing any consumable buffs or disable elite skills without bad side on itself (examples)

Uh, seriously though, compared to GW2, GW has like a handful of players. I prefer and play the first game, but I also own and play the second and I realize that GW will never, ever come close to making them as much money as GW2 does, even if they introduced new stuff in the store. Which I highly doubt they will, honestly I feel like it's pretty clear now: They do not care.
You can quit and keep playing in GW2 as well, you aren't really that left behind. I play casual there and I already have x2 legendaries and all classes at 80 full exotic zerk gear.
I think there's a few reasons to why the game isn't f2p, first I think is that they aren't trying to get players to play their game, they aren't actively trying to recruit people to play their first game anyway so there's no reason to cater to the f2p crowd or possible new players. If it's f2p they have to fully support it and actually come out with patches if they want people to keep playing. Because fact of the matter is that the majority don't stick in games to replay content a thousand times. Second I think is because they don't really want people to be buying their first game when their second game is more likely to keep players since it's very populated, they don't want to waste resources and staff making updates for a game they would rather let die off when the time is right. Making updates for GW is money down the drain.

Everything in this game is automatic now, making the game f2p would mean that they would need more server capacity and dedicated staff. They would need to actually CARE about their game, which they don't want to do, because it does not generate them enough money.
