I understand what you are going for...but IMO decapitate isnt really worth the energy and adren loss. Evis is going to do about the same amount of damage...and that leaves you open to use other adrenal skills.

Decapitate might work if u put in the skill cyclon axe and use a zealous axe with it.
If the balls are big enough this means u could spam the 2 over and over again with correct weaponswapping(15/-5e set when using decap and insta swap to 15/50 after u decap).

Decapitate/Malicious Strike/Cyclon axe//Furious Axe or an adrealine based attack[the pve attack perhaps)/critical eye/way of the master/for great justice/critical agility
attributes:14crit strikes 12axe mastery

The idea of spamming the two skills sounds awfully fun. Added Whirlwind Attack and I'll be sure to get an axe for swapping right away. So far an improvement already, thanks.
