Merch food either way imo.
If it's non-insc it's definitely worthless, and I'm not sure I've ever seen an insc 8/15 Strength shield sell for any amount of cash. Considering you can easily get a high req gold insc Magmas for ~10k, I can't imagine anyone paying for a blue non-max.
