How to Twist Cape?

Really dumb question so here we go.

Im sure everyone once in a while has looked at their stationary character and noticed that its cape is twisted or krinkled or w/e you call it. I have also seen some people in outposts with capes like this (apparently deliberate). How do you purposefully twist your cape? i have tried all kinds of running and stopping combos and cant seem to get it.
