Tormented Weapon and HoM

Got a Tormented scepter but I cant place it in Hom!

Is this a bug..or am I missing something?

Activate the Valor monument with a tapestry.

A) make sure you have the tapestry for the monument up
B) switch to player view instead of account view, just in case
C) check that the weapon hasn't been customized for someone else already
