They did that so it wouldn't show up in merchant or anywhere else. Anything in equip pack can't be sold or salvaged.

I don't know where you got that idea from, but if you tick the Equipment Pack in the sell screen at the merchant, you can sell stuff from that Equipment Pack.

No. You can't open it with F9 (open all bags) because it is too big for people running at minimum resolution. You can always just keep the I menu on the equipment pack and use F9 for everything else if you don't like switching.
