Energy +12 (requires 12 Fast Casting)
Halves casting time of Inspiration Magic spells (Chance: 19%)
Halves skill recharge of Illusion Magic spells (Chance: 20%)

So, how much would this be worth in your opinion? It's one of those "funny" dual-modded things I've kept in my storage for ages..

Id tip for merch or maybe a little from some strange-items collector.

The problem here is the 3 different attributes and high requirement for the Fast casting part were most players don't even invest that many points.

I wouldn't say merch it, but I doubt it'll be worth much. 12 in Fast Casting isn't too easy with most builds, true. But Jugs do not drop inscribable at all, and there are fans of them out there.

Were it mine and I was planning to sell it, I'd set s/b low (maybe 5-10k) and see what kind of offers I got. It could also take a while to find interested buyers.

I don't think there's any set price for something like this - just have to see how much interest there is. Sorry.
