NO, it's not. It's from a collector outside of Sardelac. This is a current scam going around, don't fall for it.

Yea, its from Saba Blackstone in Old Ascalon, at the entrance to Sardelac Sanitarium for 3 Scorched Lodestones. I've seen another similar scam, but it involved his Shocking Ascalon Hornbow instead since it is unique, because it actually bears two Bow Strings, a Shocking and a Sundering bowstring.

Yeah there are a ton of wacky low-level collector weapons. Might be interesting if such things existed with max stats.

Wow, +5% crit chance, could you give that to a worse class? Even mesmer would benefit more, unless can you crit with heals?

Yeh watch out,will probably be used in a double scam. Someone goes WTB 'insert useless item' for a high price,someone (usually in another district to stay convincing) goes WTS 'useless item' and a considerably lower price than the buyer is willing to sell and thus trying to draw people into buying it to make a profit. Playing on peoples greed.

There are many cool mods and mod combinations to be found on the lowlvl Prophecies collector/quest items, shame they're completely forgotten later on in the game.

Critical Hit -5% is a negative mod coming probably from the fact this staff has also inherent Armor +7 (below).
Fun fact: This mod (Critical Hit -5%, or even -10%) was also used as a possible negative on a +5 energy wand that also had Attack Speed +10% (was awesome for building up adrenaline) and another possible negative on it was even more weirdo "Chance to Miss 10%" :>
