Have the Elite skills & some others be "spent" for the entire account x days after skill bar selection, the chosen skill bar lasts as long as the player doesn't return to a town/outpost/mission. A spent skill cant be reselected until its cooldown has ended.
This will force players to create different builds with different skills, or play less. Farmers can only "abuse" their farm combination as long as they don't return to an outpost.

I do not want to be forced out of a build that I may be testing in various areas.
I do not want restrictions on what and how I play.
I do not want these stupid, destructive ideas to go any further.

Say you screw up a mission and get returned to outpost. Then you have to pick a new elite and rebuild to retry the mission? How is that going to work for newer players, who may not even have more than one elite yet? Even for a Legendary Skill Hunter, there are only a handful of elites in each line, many of which are worthless, so they would quickly run out of elites when doing multiple missions in the course of "X" days. (Z-quests, for example.)
What about people exploring in a new campaign, moving through explorables and adding new outposts to their map? Rebuild each time you enter a new outpost? And each time you enter an outpost to pick up a quest reward and get the next quest in a chain? Ridiculous!
Are you SO fixated on how some people are farming that you can't spare two seconds to think about the players who are doing other things?

No I dont hate the game, but I dislike the increasing horde of lazy zombie players that are spamming/begging everywhere. Thank God for turn off chats and ignore options.
Yes, one wouldn't want to fail a mission- In the event that this suggestion would ever be realized. Yes it would make the game much more difficult and tedious.
But the pay off would be a significant reduction to all these spam that skills are overpowered. End of spam that farmers or runners are degrading the game. Spam about paying others to speed accomplishments -people would probably increase this.
Guild wars are much more than the a set of skills & has a whole lot more to offer below the surface.

Examine closely what you are suggesting. The backlash would be huge and Guild Wars and A Net would suffer greatly for it.

So yeah your idea stinks to the max to be fair u should /uninstall Guildwars Now and leave the thread before more Hunt u down.

this is one of the worst ideas ive heard in a very very long time, do you realize what this would to new people who don't have a hundred different skills. also this would force you into using elites and skills that are absolutely useless and/or doesn't work for the situation at all. Im sure there are poeple who play GW for so long that they might exhaust all of their skills in that particular profession, im not one of them i hardly play. There isnt a huge farming problems, only a couple of problem area namely UW with its UWSC, if you add additional counter measures in to the UW that would solve a lot of things.

The problem with this idea is that there will ALWAYS be more potent/powerful skills for certain areas or PvE in general. Spiteful Spirit, for example, is one of the most universally useful skills in the game. Nobody really calls it broken now, do they? And yet you're forbidding use and forcing another Curses elite which would be VASTLY inferior for general gameplay.
Unique builds are fun for people who know how to create synergized, functional builds. But have ya ever been in a PUG? Unique builds are not always necessarily functional or fun to play. Most of the time, they're flat out stupid. At some point, even good players would be forced into using these ridiculous, hobbled together builds.
And that's not fun at all.

P.s.: it's seems to me that the main problem right now is SF, not SS, on which I have nothing against
