Is this a common drop?

On wiki it says that staffs such as the yakkslapper cant be replicated due to the fact that the (reduces condition 20%) mods are only availible on shields and focus items. but i recived this drop in factions yesterday. Im not asking for a price just if it is a common or rare type of staff to drop. Thank you.

The inscription system is incomplete. Drops in Prophecies and Factions have more possibilities for weapon upgrades and combinations than the inscription system allows.
