Vanguard is hardest to max. But the most useful skills are of Asura and Norn.
If Ritualists, raise delver for Great Dwarf Weapon.

if Warrior then raise Deldrimor for the eagle armor, otherwise I think I suggest Norn for the health gain in territory and skills

Vanguard is the hardest to max, but it really depends on your class

Melees benefit the most from Norn, Casters from Asura

Vanguard. Oh, Vanguard I hate you so.

Get Sacnoth Valley done under the double point blessing at the very least, imo. My guild and I hate that zone with the fire of a thousand suns. We'll only ever go near it with double point weekends because otherwise it's not worth it. . The other two zones aren't that~ bad and are fine to do multiple times if you don't get around to doing them this weekend.

If you were going to max the hard one while you double bonus and do the rest without bonus, go for Vangaurd.
If you want to just max one, and would worry about the others later, Asura or Norn are probably the best. Find a W/N raptor farmer (or play one yourself) and leach your way up the Asura title. Or run that quest in Varajar Fells that has like 6 bosses for the Norn.

If you want to go for all four, I think you might want to finish Vanguard first - I personally find it the most inconvenient.

If you're going for just one, take the one with the most benefit to your character.

Waaaahhh! I vq'd Sacnoth LAST weekend, and went right into Kathandrax for my HM dungeon book so I wouldn't have to go through HM Burning Forest again for that. If only I'd known. *sniff*

OTOH, I did get the 450 points for each of the Charr bosses, plus another 300 each because I had the boss bounty going. That was shiny. And Burning Forest was really no problem except for Borgus, who wiped me two or three times before I got him. Hmmmm. Maybe I should go back. I still have some clovers.

In order of hardest to easiest (in my opinion): Vanguard, Norn, Asuran, Dwarven.
For Vanguard and Norn you have to do lot's of grinding; for Asuran you can just leech points and Dwarven just do Snowmen Dungeon in HM repeatedly.
Vanquish Sacnoth Valley for Vanguard and Varajar Fells with the Path to Revelations quest for Norn rep.

It depends a bit upon which PvE-only skills you like to use most.

i would definetly say vanguard via sacnoth valley .

As my alliances illustrious leader Kamara pointed out above, it is the one zone that most of us would completely destroy from all existence if we could.

1. Norn points are easily farmed either by farming vaettirs (don't give me that keg nerf crap, they're still farmable with an ele) or by doing the path to revelations quest over and over like everybody used to do before the ursan nerf.

2. Asura points are pretty easy, just farm raptors or leech off somebody who does.

3. Delver points are pretty easy, just pay for CoF runs if you don't feel like doing the dungeons yourself. I don't do the VS farm, how many points a run is that farm worth?

I have to concur with others in this thread, go for Ebon Vanguard points, unless you have no use for ebon vanguard skills and dont want your GWAMM.
