No, they should not be account based. Edit (since more is wanted than sut a /notsigned): Even though I don't get into the RPG aspect of GW, I like to think of each of my characters as having different personalities and histories. Those titles just don't fit into their personas. My lady Ranger, who refuses to dance because she has to much self-respect to dance like a stripper, wouldn't like the appelation of "Incorrigable Ale Hound." Also, those titles are meant to be money sinks and only exist for that and to aid in reaching "GWAMM" title.
Edit: removed remark about other titles.

Yeah, they should be. I'm pretty sure if my Monk uses party stuff all the time, my Ranger would be known around Guild Wars as a Party Animal by association.
I say yes, just because I'd rather not grind out a title and worry about which character I'm having a good time on.
No, vanity titles are just that; for vanity. What you're essentially asking for is that if your main has obsidian armor, all your characters from then on should automatically be able to -with the push of a button- get themselves their own obsidian armor. Yes, it's an extreme example, but it is NOT that far off from the truth.
Absolutely, it sucks having to spend a fortune on all the items and who wants to do that across multiple characters? And if you are on a different character and something drops, you have to transfer it to your other character. So the process goes storage, switch character, storage, eat, wait for it to kick in (if it's alcohol), then switch character again. Regardless this should definately be account-based.
