why a 40% half recharge time?
if u have two 20% half recharge time u only get 36%
kind of weird or maybe a way to get more ppl to play water?

Nope, out of luck, you sometimes get double HCT.
1 second cast for instance, becomes 1/4 cast. It's halved to 1/2 with one mod, and halved again to 1/4 with the other if you hit the conditional.
Maybe if someone can verify this for us, the "40%" sounds a little niffy. I imagine it is though, but it doesn't look and sound right...

Two lots of 20% are different to one lot of 40% chances, those poor text monkies probably weren't told that.

C'mon people, think about it 1x 40% = 40% of chance of halving casting time. 2x 20% = 36% of chance of halving casting time AND 4% of chance of 1/4 casting time. Hows this weapon any better than what we already got? |
