From the official wiki:

Rather than introducing another skill update this week, we're finishing a new system to balance key skills separately for PvP and PvE. Within the next few weeks, we'll introduce PvP versions for a handful of skills. These skills will work the same way as normal skills, but have different number values (damage, healing, cost, recharge, and so on). We will do this as sparingly as possible and start with very few skills. So that we don't confuse players, we intend to keep as many skills unchanged as we can.

PvP versions are designed to target only specific skills. With such a system we can revert high-impact nerfs, such as Light of Deliverance and Defensive Anthem, to make them strong again in PvE. When we see something becoming severely imbalanced in PvP, we'd like to avoid harsh PvE nerfs without creating different versions of a large number of skills.

Skills that differ in PvP will have (PvP) at the end of their names when in PvP outposts and matches. These skills will automatically be adjusted within PvP outposts and matches. All players have to do is equip the skill as normal, and it will use the PvP version where appropriate.

We've decided to release our next skill balance update simultaneously with these changes. We can take full advantage of the new skill balancing mechanism and avoid multiple balances over a short time frame.

This would have been amazing.. like.. 2-2.5 years ago. Better late than never, I guess, though. Thanks aNet!

I've been saying they should do this for a couple years now, it's about damn time I say.

That. Is. Ballin'.
Seriously, best possible way to separate PvP and PvE is to separate PvP and PvE. But does this mean that all useless skills will have a (PvP) after them?? We shall see....

It's better than breaking skills for pve and pvp separately. Good, but late.

I wonder what skills they're going to revert....I doubt we'd see many skills returned to their original form, but I'm curious as to what they'll fix.

This could be pretty exciting.

...and the divide between PvE and PvP becomes wider. Simply put, it's sad that it has come to this.

I agree, but unfortunately the HARDCORE PvE audience can't take it when their PARAGON becomes useless (even though they are still the most broken class after countless nerfs....) or when their Necromancer somehow becomes "useless" after Soul Reaping got nerfed (hint: still the best primary attribute).

Unfortunately, those guys BRING IN THE MONEY so they need to cater to them as a business. So this way, they can cater to them and not break PvP.

it sucks, but I'm happy. Anything that'll stop the WAAAbulance.

EDIT #2:
of course, these same people are going to cry when they realize that Izzy really doesn't give 2 shits about PvE (hello Ursan), and won't be doing any balances for it.

On the one hand, I want to agree that it's just too late after all the damage that's been done....

...on the other hand, I want to be happy that ANET is actually doing something worthwhile and thank them.

So conflicted...

Yea, it's terrible that people who weren't interested in the other side of the game won't be interested in it now.

Wait....

My take on it: I'm not a moron. I can read, so I can differentiate the skills. Since we have the ability to store templates, I don't see what the problem in having skills specific to each style of play is.

This is... interesting.

Let's see how this turns out, eh?

(AKA: Will there be more overpowered skills in PvE making it even easier)

Its about time for this great idea. Good to see someone is still on the ball at Anet.

So... there's a chance Mending will be buffed so it's useful in PvE and not "overpowered" in PvP?

Issue: Previously totally retarded stuff in PvE would be fixed thanks to PvP updates sooner or later. Now it won't happen.

Why bother?

The only skill still used in PvE is Ursan. Everything else only applies to PvP, so this separation is done already.

But since this is what GW2 will be like, it makes sense to test it in advance.

This is very good news. The devil is in the details, of course, but this one change will restore 85% of my lost faith in Anet.
