Heroes.
Inscriptions.
PvE-only skills.
PvE-only items.
Max stat greens.
Favor tied to PvE grind.
Level cap.
Reason I say level cap is because, while it was a great idea way back when, in the long run its made large parts of PvE boring and monotonous. You reach the level cap too soon, weapons are easily obtainable at max stats with nothing ever better to find, monsters are scaled to a reasonable max range, nothing can really be added of any further difficulty, character development simply ends. The result is we get titles, and many of them arent thought out well enough to be anything but a mindless grind - not even a fun grind. I'd simply keep level 20 as the level in GW2 one PvPs at, no matter what the PvE level of the character actually is, scaling stats, weapon and character, to a uniform max amount as it is in GW when PvPing.

And i agree with fenix here there will be a certain trend but Anet will sadly rely on these attributes for GW2
And regarding the inscription system, even though it is one of the reasons for the downfall of the economy, if it wasnt in the game there would hardly be any PvE character up too par with PvP onces.

Go girl!
Keep:
- Factions - it's seriously one of the best games I have ever played.
As long as I'd have access to skills from other campaigns - I don't care about C1, C3 and that disaster that is GWEN. (No wonder Gwen was a mesmer - since her namesake game is as bad as mesmers in PvE)
- Heroes - although they severely hurt PvE - they are something bad that I am willing to accept for the greater good. The bad is that I am having issues pugging - the greater good is that I don't need to.
- Kilroy! His Punch-out quest is just to die for funny!
Dump:
- The idea that it's the big damage numbers that make the foes scary.
- Although it's in Factions - I dislike the idea of locked doors.
- Titles which influence the game.
Stuff that I don't care about - but since I don't need to deal with it - it can stay for all I care:
- PvP outside of Aspy.
- PvE skills.
- Hard mode.

-Gailes accounts so she only has 1 with grape text.

-All unused areas replaced with new map and content.
-Child arm band for people under 18.
Keep:
-All the crap you people hate because its done a great job of keeping you all here.
heros killed the game? what crap that is. How about you leave you dead pve guild and join a full active one or would you still rather pug it with random leavers. I dont understand people that want to have a full pug team for missions they have done time and time again.

If anything I would argue that they were maybe implemented a little bit too soon, which was counter productive. Rather than making up for low population by helping people to fill pugs they have instead/also discouraged pugs by being better than most players.
I would remove all classes apart from Rangers, Monks and Warriors. Then you have a fun game!

+ Loot scaling
+ Heroes
+ H/H Flagging
+ New divine favor system (standing around waiting for UW/FoW to open sucked)
+ Inscriptions
+ The newer salvage system. Seriously.... getting a mesmer insignia instead of a sup vigor sucked a big hard one...
Remove:
- The entire Factions PvE. Just let me roll a Level 20 character in Factions and go to one of the continents that doesn't completely suck. Does anybody even use Factions PvE for anything other than a near-instant level 20?
- HoM
- All the GWEN armors
- Locked gates
- /rank
- About half the skills
- Most of the titles, especially pointless time-wasters like Drunkard
- Pretty much everything involving the Paragon's Leadership
- Not PvE skills per se, but the defective implementation of them.
