If the person was botting or selling then anet tell him how he got busted, next time when he makes his new acount he'll know what not to do. Not really, they can do whatever the hell they feel like. Think of them as benevolent dictators. They do what they think is best for the community, and try to make life nice, but when it all comes down to it, they are still the dictators.

I have some concerns I would like addressed, or I'm voting some asses out of office.

I've seen some people get banned, but they managed to prove they weren't a gold seller and got their account back. I have no idea how.
The game should have a list at startup of all the things you shouldn't do to be mistaken for a bot.
If you are in a zone full of bots don't stick around, don't use signposts and mouse clicks to move around and don't give or sell items you made from farming in that zone. That's all I can think of.
Doesn't help the OP though.
