PC on Possibly Rare Buckler

A friend of mine recently found a Reinforced Buckler that has the following stats:
blue
Armor 16, req 8 Tactics
Inscribable

He didn't think much of it, but this strikes me as a rather rare item, and we were curious as to what it would be worth. It has not been modded, but if it's something that could bring in a lot of money it would have perfect mods applied to it.

Is this a money making rarity, or is this just an unusual piece of merchant fodder?

Blue items can be modded if they have an inscription slot.
